Oh how I miss NY Seltzer. Black Cherry was my fave. They really need to bring it back and make it like they did in the 80's. The reason you're finding them at BigLots is because they are a close-out store. They get stock from stores that are closing on the cheap and then resell them at a somewhat lower price to you and me. Obviously someone was bottling a crappy, re-vamped rendition of the original, it didn't sell because it sucked, so they sold the remaining stock to BigLots.
