These came in first in the mid-70s, when oversized, soft, casual looks were in. I remember 1977-78 seeing this a lot and trying to do it but not being able to get it right on my skinny arms. Then in the early to mid-80s, you saw it even on the shoulder-padded jackets worn by men and women.
