This style was very popular in the early 80s as well. I know it says 85-89 here, but I know they were seen often in 1981 thru 84 too. (I should know, I had a few myself in the early 80s! loved them!)

This style of hip-yoked, flouncy miniskirt was introduced in 1979 by designer Norma Kamali, at that time often in sweatshirt fabric, and it kind of peaked in popularity in 1981, called a rah-rah skirt in the UK. Perry Ellis showed sort of similar miniskirts too in 1979, and the style was kind of presaged by Kenzo in around 1976, a time when miniskirts were very out. About 1987, the Kamali-esque hip-yoked miniskirt was revived somewhat but now more often in denim, sometimes with white eyelet trim.
