This was another 80s revival and exaggeration of a (originally quite short) 1950s style; in the 70s, these were really uncool. I first saw the revived style in the earliest 80s on British rockabilly bands, who were already starting to exaggerate it, lengthening the top especially. There were all sorts of bright-colored postpunk and "New Romantic"-style variations of it too. But by the end of the decade, exaggerated flattops had gone mainstream, especially for Black men, whose hair texture was perfect for it. You even saw women with it, including a few high fashion models. I had a female roommate with one in 1986. Popular into the early 90s.
